A BILL FOR

An Act relating to improving the system of care for heart attack patients throughout the state, and making an appropriation.

BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
   Section 1.  HEART ATTACK TREATMENT —— APPROPRIATION.  There is appropriated from the general fund of the state to the department of public health for the fiscal year beginning July 1, 2015, and ending June 30, 2016, the following amount, or so much thereof as is necessary, to be used for the purposes designated:

   For a collaborative effort between the department of public health, the Iowa emergency medical services association, the American heart association, midwest affiliate, Iowa’s health systems and hospitals, and emergency medical service providers, to supplement funding received through a grant from the Leona M. and Harry B. Helmsley charitable trust for a program to enhance systems of care, save lives, and improve outcomes for heart attack patients in rural Iowa called the mission: lifeline program:

   Funds appropriated under this section shall be used to enhance the critical elements of an optimal ST-elevated myocardial infarction (STEMI) system of care including the provision of 12-lead electrocardiogram (EKG) machines, the provision of a systemwide data tool for quality measurement and improvement, ongoing medical provider training and STEMI education, coordination of protocols for rural emergency management systems and hospital personnel, the implementation of regional plans for rapid transport and transfer of patients, the implementation of a public education campaign on heart attack signs and symptoms and the need to activate the 911 system, and the provision of assistance to hospitals and emergency medical services providers in acquiring essential electrocardiogram equipment and training.

   This bill appropriates $1 million to the department of public health (DPH) for FY 2015-2016 to be used for a collaborative effort between DPH, the Iowa emergency medical services association, the American heart association, midwest affiliate, Iowa’s health systems and hospitals, and emergency medical services providers, to supplement funding received through a grant from the Leona M. and Harry B. Helmsley charitable trust for the mission: lifeline program.
